The Audit Bureau referred a report to the Attorney General with all the facts about the failure of the Wadi Derna and Abu Mansour dams' maintenance projects. The report, the Bureau said, recommended investigating those responsible for not completing those projects despite the availability of the appropriate environment and the necessary funds during the periods from the date of the contract until the disaster occurred.
The Audit Bureau confirmed that the contracting entity had obtained the necessary contractual approvals to implement those projects on the contract dates of 2007 and 2009, and that the funds necessary for implementation had been made available to the implementing companies and that there were no supervisory restrictions on its part that would hinder the implementation processes until the date of the collapse of the dams.
The report also recommended assigning an international consulting office to ascertain the extent of a direct relationship between faltering dam maintenance projects and their collapse in light of the size of the massive storm.
The Attorney General, Al-Siddiq Al-Sour, announced the opening of an investigation to find out the causes of the collapse of the Wadi Derna dams, stressing that successive authorities would be held accountable before the Libyan judiciary regarding this disaster.
