The High National Elections Commission (HNEC) has announced that it intends to begin preparing for the completion of the first phase of the municipal council elections, explaining in a statement that the first phase is the (linking) stage, which requires citizens who wish to include their names in the register of voters for municipal elections to link their phone numbers to their national identity numbers so that the voter registration system can accept their registration requests in the next phase: the registration stage which will be announced in due course.

The HNEC indicated that registration in the register of voters for municipal council elections is a new one and completely separate from that of voters for general elections, adding that it will clarify the awareness and guidance means that will be published in various media and social media outlets. 

The statement called on all official and unofficial state institutions, political, social and media personalities and civil society organizations to support the efforts of the HNEC by contributing to spreading awareness of the requirements of the linking process that will enable citizens to qualify for the subsequent stages of the electoral process in general, and the voter registration stage in particular.

It called on everyone who is qualified to exercise their right to vote by casting their vote to choose those who represent them in the municipal council and establish the rules of stability, stressing that it seeks, as the highest electoral authority in the country, to consolidate the positive democratic civilized image of the Libyan citizen’s participation in building the future of his country.

The HNEC stressed that it would spare no effort to enable the voters to exercise their rights to vote, and to work with all capabilities to provide all means that would facilitate positive participation, and to work to strengthen the spirit of citizenship. It also called on the government to support the process of electing municipal councils aimed at creating stability in the rules of the state’s administrative and service structure, and to issue its urgent decision regarding providing the necessary financial coverage to implement this process.
